Manitoba Supports for Persons with Disabilities

MSPD

Manitoba Supports for Persons with Disabilities (MSPD) is an income support program for Manitoba residents aged 18 or older with a severe and prolonged disability that significantly impacts daily living. Launched in January 2023, it provides financial assistance for basic needs and shelter, featuring an annual earnings exemption of $12,000 and indexed basic needs amounts. As of July 2026, recipients may choose to receive benefits in one or two payments per month. Effective September 1, 2026, provincial dental coverage for MSPD recipients is restricted to emergency dental care, as recipients are required to utilize the federal Canadian Dental Care Plan (CDCP) for routine dental needs.

Last reviewed: November 2026

Useful Tips for Applying

• MSPD was launched April 2023 and has more flexible rules than the older EIA Disability program — ask if you may qualify even if you were previously denied • Single recipients can receive up to $1,205/month • You can choose to receive 1 or 2 payments per month — contact the program to switch • ACTION REQUIRED: Apply for the Canadian Dental Care Plan (CDCP) before Sept 1, 2026 — after that, MSPD only covers emergency dental • CDCP phone: 1-833-537-4342 | TTY: 1-833-677-6262 | Apply online: canada.ca/cdcp • The Canada Disability Benefit (CDB) will NOT be deducted from MSPD benefits • MSPD stacks with federal benefits (DTC, RDSP, Canada Disability Benefit) • Contact MSPD: 204-948-6773 or 1-877-830-1044 | ManitobaSupports@gov.mb.ca • If you already have private dental insurance, you do not need to apply for CDCP

Who May Qualify

• You are a Manitoba resident • You are 18 years of age or older • You have a severe and prolonged disability that significantly impacts daily living • You are in financial need and meet the program's financial eligibility criteria

Required Documents

• Proof of residency • Documentation of disability (Disability Impact Assessment) • Financial information (income and assets) • Evidence of ineligibility for the Canadian Dental Care Plan (CDCP) if seeking provincial dental coverage for non-emergency services

How to Apply

1. Review eligibility and program details at the official Manitoba Supports website. 2. Contact the Manitoba Supports program or your local Employment and Income Assistance (EIA) office to initiate an application. 3. Complete the required Disability Impact Assessment if you are not in a pre-approved category (such as those receiving Community Living disABILITY Services). 4. If you are an existing EIA recipient, contact your caseworker to discuss potential transition to MSPD. 5. Apply for the Canadian Dental Care Plan (CDCP) to ensure continued access to dental benefits.

Common Mistakes to Avoid

• Not knowing MSPD exists — many people only know about the old EIA Disability program • Assuming you are not eligible because you were denied under older programs — rules have changed • Not gathering comprehensive medical documentation before applying • Not asking about the full range of personalized supports beyond the monthly financial benefit
